Singapore’s Personalised Employment Pass (PEP) is a premium work visa designed to attract top-tier global talent. Unlike the traditional Employment Pass (EP), the PEP offers greater flexibility and mobility, catering specifically to high-earning professionals who seek career growth and opportunities in Singapore’s dynamic economy. Benchmarked to the top 10% of EP holders, candidates require a much higher minimum monthly salary to qualify.

Key Features of the PEP

  1. Flexibility Across Employers: Unlike other work passes, the PEP is not tied to a specific employer. Holders can switch jobs without needing to reapply for a new pass, provided they notify the Ministry of Manpower (MOM) of the change. No foreign worker levy or quota required.
  2. Extended Validity: The PEP is valid for up to 3 years, offering professionals ample time to explore various opportunities in Singapore. However, the PEP cannot be renewed. After its three-year validity, professionals must transition to another eligible work pass.
  3. High-Income Requirement: The PEP is tailored for high-earning professionals. It ensures that only those with a proven track record of expertise and success qualify for this exclusive visa.
  4. Inclusive Job Search Period: PEP holders are allowed a six-month job search period if they leave their current job, enabling them to stay in Singapore while exploring new roles.
  5. No Business Activity: PEP holders are not allowed to start a business or conduct any form of entrepreneurial activity while on a PEP.
  6. Passes for Family: Legally married spouse and unmarried children under 21 years old, including those legally adopted can apply for Dependent’s Pass while parents of PEP holders, unmarried stepchildren under 21 years old, and common-law spouse may apply for Long-Term Visit Pass (LTVP).

Eligibility Criteria

To qualify for the PEP, applicants must meet the following requirements:

  1. Current Employment Pass Holders: Professionals earning a fixed monthly salary of at least S$22,500.
  2. Overseas Applicants: For overseas foreign professionals, your last drawn salary should have been within the past 6 months of your application.
  3. Good Employment History: Applicants must demonstrate a strong track record in their respective industries.
  4. No Pending Applications: The PEP is only issued to individuals who meet the above criteria and do not have other employment-related applications pending with MOM.

Maintaining PEP

To maintain as a PEP holder, one must:

  • Be employed continuously in Singapore. Cancellation of PEP must be done if you are unemployed for more than 6 months.
  • Earn a fixed salary of at least S$270,000 per calendar year, regardless of the number of months in employment.

Benefits of the PEP

  1. No Employer Dependency: PEP holders are not tied to any employer, granting greater freedom in career choices.
  2. Broad Scope of Employment: PEP holders can take on roles in various industries, except for certain restricted occupations like law, medicine, and dentistry, which require additional licensing.
  3. Family Support: PEP holders can bring their immediate family members to Singapore on Dependant’s Passes or Long-Term Visit Passes.
  4. Competitive Edge: The PEP positions professionals as preferred candidates in Singapore’s competitive job market.
  5. Higher Chance of Approval: The minimum salary threshold for PEP was increased in September 2023 from $12,000 to $22,500 per month. As a result, there was a sharp decrease in PEPs being issued – only 1400 between September 2023 and August 2024 as compared to 3200 between September 20223 and August 20234. Therefore, eligible candidates might have a better chance to get approved for PEP if all requirements are met.
